SMS Data Products Group, Inc. has filed a protest with the Government Accounting Office over the Air Force award of BITI Wireless to Telos Corporation.
NETCENTSII.com understands that despite being substantially lower cost in an LPTA solicitation, the Air Force apparently declared SMS’ choice of ForeScout products as a replacement for End-of-Lifed Juniper access devices to be technically non-compliant. That’s one way to get their desired vendor, Telos Corp, an award.

BITI Wireless has been awarded to Telos Corporation at a price higher than competitor SMS/GDIT.
SMS Data Products who teamed with GDIT has protested the award.
Last Summer, the BITI PMO eliminated the DRAFT RFP language requiring CMMI Level 3 in the RFP final version which allowed Telos to bid. Telos does not hold a CMMI certification. This was a strong signal to industry that the Telos/Aruba relationship was the provider combination desired by the BITI PMO.
